About the program

Fresno is growing fast with an estimated population of 542,012 people in 2020. As a growing city, there is a high demand for qualified contractors for construction and public works projects locally and at the state level.

Small businesses are essential and critically important to Fresno’s regional economy. The Fresno Metro Black Chamber of Commerce in partnership with Merriwether & Williams Insurance Services and Access Plus Capital have developed the Bonding, Technical Assistance, and Contracting program (BTAC) which is an ecosystem of comprehensive services to address the barriers that small and emerging contractors face.

The BTAC program is designed to provide critical services and resources for contractors with a focus on Black, women, and minority-owned construction businesses in Fresno and surrounding counties in obtaining bonding, contract financing, technical assistance, and contractor related education to compete in the construction industry.

BTAC is open on a rolling basis that begins with individualized assessments and one on one consultation in business and finance to understand the needs in growth and development. The contractor will work closely with a team of financial and business consultants to develop work plans for capacity building services.
